Explanation (?):

The network connections service provides dial-up access, XP firewall services, VPN access, Internet Connection Sharing abilities, the network connections folder and the network tray icons. This service isn't required for normal usage, and it isn't required by anything but those features. So if you're on a LAN connection (such as a cable modem) then you could disable this service. For dial-up connections, including VPN, DUN or PPPoE, you may be able to stop this service after it has started, but it's not worth it. However, for normal computer usage this service should be set to automatic. If the computer is not on a network then this service can safely be set to manual, or possibly to disabled. If you are using any of the above features then this will have to be running.
